Open a Potree directory

If you already serve a Potree v2 directory, this is the driver that turns its metadata and hierarchy into the neutral tree contract.

Brotli stays opt-in

Brotli-decompressed clouds need a decoder, but the decoder should only land in bundles that actually need it.
